It states in the Shulchan Aruch chapter that a Jew must not ask a non Jew to do work for him on Shabbos However a Jew is allowed to hire a non Jew to do work or business for him as long as he does not specify that it be done on Shabbos and does not benefit from it being done then How then can an Orthodox Shul or Orthodox household employ a Shabbos goy? It seems to me to be forbidden
Having a non-jew work on shabbos will depend on the contractual relationship between the Jew and the non-Jew.
There are ways in which the non-Jew will actually being working for himself by doing work on Shabbos, as this will save him from doing the same work at another time etc.
There is also a difference between communal and private work. THese laws are complicated, and you should ask a competent halachic authority, preferably before entering a working relationship with a non-Jew, if you have particular questions.
